Stephen E. Budorick
President & Chief Executive Officer
Stephen E. Budorick is President and Chief Executive Officer of Corporate Office Properties Trust (COPT). Mr. Budorick was elected Trustee in May 2016. Mr. Budorick was COPT’s Executive Vice President and Chief Operating Officer from September 2011 through May 2016.
Prior to joining COPT, Steve served as Executive Vice President of asset management at Callahan Capital Partners, LLC since 2006. Before his tenure at Callahan Capital Partners, he was Executive Vice President in charge of Trizec Properties, Inc.’s Central Region from 1997–2006, and Executive Vice President in charge of third-party management and leasing at Miglin Beitler Management Company from 1991–1997. Steve also worked in asset management at LaSalle Partners, Inc. from 1988–1991 and in facilities management and planning at American Hospital Association from 1983–1988.
Steve earned a B.S. in Industrial Engineering from the University of Illinois and an MBA in Finance from the University of Chicago in 1982 and 1988, respectively. He was elected a member of the Nareit Advisory Board of Governors in November 2017 and serves on the Board of Directors of the Greater Baltimore Committee and the United Way of Central Maryland.
Executive Vice President & Chief Operating Officer
Todd Hartman is Executive Vice President and Chief Operating Officer for Corporate Office Properties Trust (COPT). In this role he manages the overall operations of the Company including asset management and leasing, property management, government services, and commercial development. His responsibilities also include developing and executing strategies to expand the Company’s investment opportunities, predominantly regarding new development at existing Defense/IT Locations.
From 2009-2020, Mr. Hartman served as Senior Vice President of Ivanhoe Cambridge US’s Western Region, a seven million square foot portfolio that spans Seattle, Los Angeles, Denver, and Chicago, where he was principally responsible for investment life-cycle value creation in a premier portfolio of office assets. Prior to joining Ivanhoe Cambridge, Mr. Hartman was Chief Operating Officer of Broe Real Estate Group, a unit of a Denver based private equity firm with investments in office, medical office, residential and industrial properties spanning twelve markets. Earlier, as Vice President of Asset Management, he led the Chicago office of Broadway Partners, a New York based private equity firm where he was responsible for the asset management of a more than six-million square foot portfolio in San Francisco, Los Angeles, Houston and Chicago. From 1998-2006, Mr. Hartman held numerous roles at Trizec Properties, Inc., including as Vice President, National Operations, where he led the firm’s successful effort to develop a national operating and leasing platform. He began his career in property management and leasing for Compass Management and Leasing, and Hines Interests LP.
Mr. Hartman holds a B.S. in Engineering and an MBA from The Ohio State University.
Executive Vice President & Chief Financial Officer
Anthony Mifsud is Executive Vice President and Chief Financial Officer for Corporate Office Properties Trust (COPT). In this role he oversees all financial functions of the Company including Accounting, Financial Planning and Analysis, Tax, Treasury, Capital Markets and Investor Relations. In addition, Anthony oversees the information technology department of the Company.
Prior to joining COPT in September 2007, he was Senior Vice President and Treasurer for Municipal Mortgage & Equity where he led the corporate finance group and chaired the Company’s Capital Committee, which was responsible for the allocation & investment of equity & debt capital. Previously, Anthony was Vice President, Finance for The Rouse Company, where he contributed for over 15 years arranging several billion dollars of debt and equity financings to support the Company’s development and acquisitions and managing the strategic planning function. Prior to serving at The Rouse Company, he practiced as a CPA in the Baltimore office of KPMG Peat Marwick. He brings over 20 years of real estate, finance and management experience to COPT.
Anthony graduated from Loyola University in Maryland with a Bachelor of Business Administration with a concentration in Accounting.
